Establishes the Texas Southern University College of Medicine as a new college under the management and control of Texas Southern University's board of regents, with degrees offered under Texas Southern University's name and authority

Authorizes the board to prescribe courses leading to medical degrees and adopt rules for operating "a college of medicine of the first class"

Permits the college dean to execute affiliation agreements with other entities in the region, and allows the board to solicit and accept gifts and grants from public or private sources

Allows a teaching hospital to be provided by public or private entities, but explicitly prohibits construction, maintenance, or operation of the hospital using state funds

Adds Texas Southern University College of Medicine to existing Education Code definitions of "medical and dental unit" and "medical school," making it eligible for self-insurance funds and distributions from the permanent fund for health-related higher education institutions

Takes effect immediately upon receiving two-thirds vote from both legislative chambers, or September 1, 2025 otherwise
