Prohibits the Texas Department of Housing and Community Affairs from requiring educational quality criteria for public schools near proposed development sites as part of threshold requirements for low income housing tax credit applications

Bars the department from awarding points in qualified allocation plan scoring systems based on the educational quality of public school campuses with attendance zones containing proposed development sites

Applies only to applications submitted during the 2026 or 2027 qualified allocation plan application cycles

Requires the department to conduct a study on the effects of removing educational quality criteria from tax credit allocations and submit a report to relevant legislative committees by November 1, 2027

These restrictions automatically expire on September 1, 2027, effective date of September 1, 2025
