Allows a student removed from class to have "another adult who can provide guidance to the student and who is not an employee of the school district" attend the required conference, in addition to or in place of a parent or guardian

Removes the provision that allowed conferences to proceed after "valid attempts to require the person's attendance," effectively requiring actual attendance of the parent, guardian, or designated adult

Requires that students facing expulsion be represented by a parent, guardian, or non-district employee adult at the hearing, removing the provision that allowed districts to hold expulsion hearings without attendance after making a "good-faith effort" to notify parties

Applies beginning with the 2025-2026 school year

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
