Requires Texas public institutions of higher education to make condoms available to enrolled students either free of charge or for purchase through automated vending machines

Mandates condom availability in each residence hall in locations accessible at all times to students, and in every public women's restroom and all-gender restroom within residence halls

Permits institutions to additionally offer any FDA-approved over-the-counter birth control options beyond the required condoms

Defines "campus" broadly to include main campuses, branch campuses, teaching locations, and regional centers under an institution's control

Takes effect beginning with the 2025-2026 academic year, with immediate effect if passed by two-thirds vote or September 1, 2025 otherwise
