Changes strategic fiscal reviews from mandatory (previously tied to Sunset Advisory Commission review) to discretionary, allowing the LBB to conduct them only when deemed appropriate

Establishes a reduced initial requirement for the biennium ending August 31, 2027, requiring review of only 12 state agencies and 20 programs as a phase-in period
