Reduces the base offense classification from a Class A misdemeanor to a Class B misdemeanor, while retaining Class A misdemeanor punishment when intent to defraud or cause harm is proven

Creates an affirmative defense if the displayed number is a working number that legally belongs to the caller, their employer, coworker, contracting entity, or organization they volunteer for

Applies only to offenses committed on or after the effective date of September 1, 2025, with prior offenses governed by existing law

Amends Section 33A.051 of the Texas Penal Code regarding telecommunications fraud
