Changes excavation notification requirements from 48 hours before excavation to between 3 and 14 business days before the planned excavation date

Defines "business day" as excluding Saturdays, Sundays, and legal holidays for purposes of calculating notification timeframes

Adds new definition for "Class A underground facility" covering facilities that transmit electrical energy, natural or synthetic gas, petroleum products, steam, telecommunications services, or cable television

Requires underground facility operators to mark facility locations by 11:59 p.m. on the second business day after receiving excavation notice, replacing the previous 48-hour requirement

Operators must notify excavators of plans not to mark facilities by 11:59 p.m. on the second business day after receiving notice, with notification via email, fax, or board-approved electronic method

Takes effect September 1, 2025
