Amends Section 251.058 of the Transportation Code to create an exception to the standard procedure for closing, abandoning, or vacating county roads

Applies specifically to county roads located wholly or partly outside municipal corporate limits that abut single-family residential lots in a planned subdivision located entirely within a municipality

Allows commissioners courts to bypass the standard property conveyance procedure if they find that conveying the road to abutting property owners would create a public nuisance or safety hazard

When such a finding is made, the commissioners court may petition the municipality to annex the county road or repurpose it for non-motorized vehicle use, such as hiking and biking trails

Takes effect September 1, 2025
