Requires the commission to establish performance benchmarks for grant recipients, with pro rata reimbursement required from entities that fail to meet benchmarks (exceptions allowed for acts of God or force majeure)

Mandates biennial reporting by October 1 of even-numbered years to legislative committees on grants awarded and fund effectiveness, with an effective date of September 1, 2025
