Establishes the Governor's Task Force on the Governance of Early Childhood Education and Care, administratively attached to the Texas Education Agency, to address governance and operational challenges in the state's early childhood education system

Creates a steering committee composed of the executive commissioners/commissioners from the Health and Human Services Commission, Texas Education Agency, and Texas Workforce Commission, along with designated division directors and TEA's inter-agency deputy director of early childhood support

Task force membership includes representatives from Texas Head Start State Collaboration Office, Department of State Health Services, Texas Early Learning Council, and individuals with early childhood education experience, all appointed by the governor who also selects the chair

Requires the task force to examine existing agency functions, assess the need for large-scale program redesign, align statewide goals and data systems across agencies, and mandate periodic progress reports on early childhood education and care

Task force must submit policy and budget recommendations to the legislature by December 1, 2026, focused on increasing affordable child care capacity and improving kindergarten readiness; the task force expires September 1, 2027
