Establishes a pilot program through the Health and Human Services Commission, in cooperation with a nonprofit veterans organization, to award grants for personalized PTSD treatment protocols for at least 250 veterans, including those with treatment-resistant PTSD

Treatment protocols must be administered at the veteran's home and designed to reduce neuroinflammation and replenish deficient brain chemistry to optimal levels

Grants may only be awarded through contracts that give the commission sufficient control to ensure the public purpose is accomplished and the state receives return benefit

Commission must submit a report to the governor, lieutenant governor, speaker of the house, and appropriate legislative committees by October 1, 2030, evaluating the program's effectiveness and number of veterans served

Pilot program expires September 1, 2031, with the act taking effect September 1, 2025
