Reduces the interest rate on delinquent child support arrearages to 3% simple interest per year for obligors confined in local, state, or federal jail or prison

The reduced rate applies from the date of incarceration until the date of release, overriding the standard interest rates that would otherwise apply

Applies only to obligors who are incarcerated on or after September 1, 2025; those incarcerated before that date remain subject to existing interest rate rules

Amends Section 157.265 of the Texas Family Code by adding new Subsection (c-1)
