Creates a separate specialty license plate specifically for the 75th Army Ranger Regiment, available to active or former members, featuring the regiment's shoulder sleeve insignia, unit insignia, and words "75th Army Ranger Regiment"

Adds these new Ranger license plates to the list of emblems that veterans may request to include on other veteran specialty plates

Takes effect September 1, 2025
