Expands the definition of "torture" under the cruelty to livestock animals statute (Section 42.09, Penal Code) to include administering Penalty Group 1 controlled substances to livestock animals

Creates an exception for administering controlled substances when done in compliance with a valid prescription or order from a health care practitioner in the course of professional practice

Penalty Group 1 substances under Health and Safety Code Section 481.102 include drugs such as heroin, cocaine, methamphetamine, and fentanyl

Applies only to offenses committed on or after September 1, 2025; prior offenses remain governed by former law

Takes effect September 1, 2025
