Prohibits private employers from adopting or enforcing COVID-19 vaccine mandates for any reason, including as a condition of employment, contract positions, or admission

Expands the scope of protected individuals from specifically "employees, contractors, and applicants" to any "person" affected by an employer's vaccine mandate

Prohibits employers from taking adverse actions (punishing, alienating, or otherwise negatively affecting) against any person who refuses COVID-19 vaccination

Allows any person who experiences adverse action from an employer in violation of this chapter to file a complaint with the commission

Takes effect immediately with two-thirds legislative approval, otherwise becomes effective September 1, 2025; applies only to conduct occurring after the effective date
