Prohibits selling, renting, leasing, loaning, or giving semiautomatic rifles with detachable magazines and caliber greater than .22 to persons younger than 21 years of age

Maintains existing prohibition on transferring firearms, clubs, and location-restricted knives to children under 18, but separates the higher-caliber semiautomatic rifle restriction into a new category with a higher age threshold

Creates a state jail felony offense for transferring the specified semiautomatic rifles to persons under 21, compared to a Class A misdemeanor for other prohibited weapon transfers

Provides an affirmative defense for transfers to minors under 18 when a parent or legal guardian gives written permission or effective consent, but this defense does not apply to the new under-21 semiautomatic rifle prohibition

Takes effect September 1, 2025, applying only to offenses committed on or after that date
