Requires the Texas Commission on Jail Standards to appoint an independent law enforcement agency (not the agency operating the jail) to investigate a prisoner death within 30 days of being notified, replacing the previous "as soon as possible" standard

Mandates that appointed law enforcement agencies promptly notify the commission whether they accept the investigation appointment or intend to present evidence of a conflict of interest

Requires the commission to publish investigation information on its website, including the county and date of death, name of investigating agency, appointment date, and investigation status (pending or completed)

If a conflict of interest is found with the initially appointed agency, the commission must appoint a new agency and publish that information as well

Website information must be updated monthly and remain published for at least two years after each prisoner's death; the act takes effect September 1, 2025
