Removes the requirement that reserve deputies, reserve deputy constables, and reserve police officers must be classified as peace officers under Article 2A.001 of the Code of Criminal Procedure before being authorized to carry weapons or act as peace officers at all times

Allows sheriffs, constables, and police chiefs to authorize any reserve officer to carry a weapon or act as a peace officer either at all times or only during official duties, at the authorizing official's discretion

Establishes new reporting requirements for law enforcement agencies that appoint non-full-time officers, requiring periodic reports to the Texas Commission on Law Enforcement detailing the number of officers, hours worked for the agency versus other employers, and counties where outside services were provided

Requires reserve force members of navigation districts to hold a permanent peace officer license under Chapter 1701 of the Occupations Code

Mandates the commission submit a summary report to legislative leadership by September 1, 2026, on non-full-time officer employment activities, with this reporting requirement expiring September 1, 2035
