Requires the Texas Transportation Commission to create a new category in the unified transportation program for projects related to border security and international trade corridors

Projects in this category must either provide greater security in goods movement or enhance the flow of goods from international border crossings onto the state highway system

Projects may also qualify if they mitigate congestion affecting airports, railroad crossings, or other transportation infrastructure located within 60 miles of an international border crossing

Any program category required by law to be added to the unified transportation program can only be initially implemented if the legislature makes a specific appropriation for that purpose

Takes effect September 1, 2025
