Requires all foster parents caring for children in the conservatorship of the Department of Family and Protective Services to complete trauma-informed care training

Training must cover trauma symptoms and their impact on child development, emotions, memories, behavior, and decision-making, as well as attachment issues

Training must address the importance of proper trauma screening to avoid mislabeling and inappropriate treatment, including risks and benefits of psychotropic medication use

Training must include information on research-supported, non-pharmacological interventions and trauma-informed advocacy to increase access to mental and behavioral health services

Department of Family and Protective Services must adopt implementing rules, with all affected foster parents required to complete training by September 1, 2027; effective date September 1, 2025
