Raises the threshold for construction contracts subject to the 25% change order limit from $1 million to $5 million in original contract price

Establishes new change order limits for contracts under $5 million, capping aggregate increases at the greater of 50% of the contract price or $1 million

Increases the amount a governing body may delegate to officials or employees to approve change orders from $50,000 to $250,000

Applies only to contracts entered into on or after September 1, 2025; existing contracts remain governed by prior law
