Prohibits health maintenance organizations (HMOs), preferred provider benefit plan insurers, and Medicaid managed care organizations from requiring physicians or providers to accept claim payments via virtual credit cards or any payment method that assesses fees (processing fees, administrative fees, percentage amounts, or dollar amounts) to receive the payment

Exempts nominal fees charged by a physician's or provider's own bank for receiving electronic funds transfers from the prohibition

Applies to Medicaid managed care contracts entered into on or after September 1, 2025, while existing contracts remain governed by prior law

Applies to claims submitted to HMOs and preferred provider plans on or after September 1, 2025

Authorizes state agencies to delay implementation if federal waivers or authorizations are required
