Requires residential facilities (group homes and other facilities licensed by or operated under the Health and Human Services Commission, including Medicaid waiver program facilities) to disclose in any advertisement whether they offer health care services and accurately identify what services they provide

Defines "residential facility" as facilities providing community-based residential care services, including those operating under Section 1915(c) Medicaid waiver programs

Establishes a civil penalty of up to $10,000 per violation for facilities that fail to comply with the advertising disclosure requirements

Authorizes the Texas Attorney General to bring suit to recover civil penalties for violations

Takes effect September 1, 2025
