Requires facility owners to register with the Texas Commission on Environmental Quality at least 30 days before beginning operations, with an annual registration fee set by rule to cover program administration and inspection costs

Mandates on-site inspections by the commission at least once every three years to verify compliance with applicable laws

Exempts facilities that stage, store, or process 50 or fewer intermediate bulk containers at any time from these requirements

Applies only to facilities beginning operations on or after September 1, 2025, with facilities starting before March 1, 2027 having until March 31, 2027 to register; preserves municipal authority to adopt similar distance restrictions
