Creates a new "statewide ballot" option allowing Texas voters registered anywhere in the state to vote on statewide offices and propositions at any polling place on election day or during early voting, even if they don't qualify for a limited ballot in that county

Expands limited ballot voting for voters who changed counties by allowing them to vote on election day (not just during early voting) at countywide polling places or their new precinct's polling place

Removes the restriction that limited ballot voting by personal appearance must occur only at the main early voting polling place, now permitting it at any early voting polling place

Requires voters using the statewide ballot to execute a statement confirming eligibility, providing residence address, date of birth, and statement date, with the form prescribed by the Secretary of State

Requires county clerks to notify voter registrars within 30 days when voters apply for limited or statewide ballots, including notification to the voter's current county of residence
