Consolidates multiple existing emissions reduction programs into a new "Texas Clean Fleet Program" (Chapter 392A) that provides grants for replacing diesel-powered vehicles with alternative fuel or hybrid vehicles, including natural gas, hydrogen, and electric vehicles

Reallocates funding percentages under the Texas Emissions Reduction Plan, increasing the Texas Clean Fleet Program allocation from 5% to 21% while reducing the new technology implementation grant program from 8% to 3%

Creates a database and public outreach initiative to connect grant applicants with owners of pre-2009 diesel vehicles willing to participate in vehicle replacement programs

Establishes four grant project categories under the new program: natural gas vehicle grants (35.5% of program funds), large fleet grants (24%), hydrogen infrastructure and vehicle grants (23.5%), and alternative fueling facilities grants (17%)

Repeals several standalone programs including the Texas Alternative Fueling Facilities Program (Chapter 393), Texas Natural Gas Vehicle Grant Program (Chapter 394), Governmental Alternative Fuel Fleet Grant Program (Chapter 395), and the Texas Hydrogen Infrastructure, Vehicle, and Equipment Grant Program (Subchapter G, Chapter 386)
