Creates new criminal offense of "criminal pursuit" under Chapter 15 of the Texas Penal Code (Section 15.021)

Defines the offense as knowingly following someone from a commercial business or financial institution on the same path without substantial deviation, while being a member of a criminal street gang and possessing two or more criminal instruments

Requires intent to commit robbery (Chapter 29), burglary of a vehicle involving theft (Section 30.04), or theft (Section 31.03) for the offense to apply

Classifies criminal pursuit as a third degree felony

Allows prosecutors to charge defendants under this section, another applicable section of the Penal Code, or both when conduct qualifies under multiple offenses
