Expands the Jobs and Education for Texans (JET) Grant Program to include the Texas Juvenile Justice Department, juvenile boards, and juvenile probation departments as eligible grant recipients

Allows these juvenile justice entities to receive grants for start-up costs associated with developing new career and technical education programs

Adds grant eligibility considerations for programs offering new career and technical education opportunities in facilities operated by the Texas Juvenile Justice Department, juvenile boards, or juvenile probation departments, including privately contracted facilities

Amends Section 134.007 of the Education Code to explicitly authorize grant awards to juvenile justice entities alongside school districts and open-enrollment charter schools

Takes effect immediately upon receiving a two-thirds vote from both legislative chambers, otherwise takes effect September 1, 2025
