Repeals Section 28.025(b-12) of the Education Code, which previously allowed certain exemptions from the foreign language graduation requirement for high school students

Maintains the requirement that students complete two credits in the same foreign language to graduate under the foundation high school program, while removing one of the existing exemption pathways

Applies to students entering ninth grade during the 2025-2026 school year or later; students already in grades 10-12 during 2025-2026 remain subject to the previous rules

Takes effect immediately with a two-thirds legislative vote, or September 1, 2025, otherwise
