Creates a new exemption from mandatory sterilization requirements for dogs and cats that are scheduled for euthanasia by a releasing agency and are adopted by a new owner

Clarifies that the existing exemption for releasing agencies in municipalities with stricter sterilization ordinances is now subject to the new euthanasia-scheduled animal exemption

Maintains existing exemptions for animals reclaimed by their original owners, institutions of higher education obtaining animals for biomedical research, and releasing agencies in counties with 20,000 or fewer residents or municipalities with 10,000 or fewer residents

Amends Section 828.013 of the Health and Safety Code

Takes effect September 1, 2025
