Authorizes the Texas Water Development Board to provide financial assistance for brackish water desalination projects to counties with populations greater than 250,000 that are located on an international border

Eligible counties must also be wholly or partly within a groundwater management area that lacks a groundwater conservation district inside the county's boundaries

Extends the same financial assistance eligibility to nonprofit water supply corporations operating under Chapter 67 that are located in qualifying counties

Creates an exception to existing restrictions in Section 16.053(j) of the Water Code to enable this funding for specified border region entities

Takes effect September 1, 2025
