Defines key terms including "environmental assessment" (climate change response/vulnerability), "social assessment" (human capital practices, product safety, supply chain effects), and "governance assessment" (ethical principles, board composition, pay policies)

Applies to rules that may adversely affect Texas's economy, business productivity, employment levels, or resident health and safety

Allows any person to file a declaratory judgment action challenging rules adopted in violation of these provisions, with courts authorized to invalidate non-compliant rules; effective September 1, 2025
