New owners must meet specific conditions including: enrollment as a Medicare/Medicaid provider, compliance with state licensing requirements, assumption of prior contracts if agreed upon, and entering a commission-approved successor liability agreement

Successor liability agreements must require new owners to pay any outstanding liabilities from the previous owner identified by the commission, regardless of when services were provided or claims filed

Excludes supplemental payment programs and directed payment programs from the bill's provisions

Takes effect September 1, 2025, with implementation potentially delayed if federal waiver or authorization is required
