Prohibits health benefit plans from excluding coverage for first responders' medical claims for work-related injuries, even if the injury may be compensable under workers' compensation insurance

Defines "first responder" to include peace officers, emergency medical personnel (EMTs, paramedics), firefighters employed by political subdivisions, as well as volunteer firefighters and EMS volunteers

Requires health benefit plan issuers to pay providers for treatment of first responder injuries after workers' compensation initially denies the claim, regardless of the final workers' compensation determination

Mandates workers' compensation carriers to fully reimburse health benefit plans for amounts paid and reimburse injured first responders for any copayments or deductibles if the workers' compensation claim is later accepted

Requires the Division of Workers' Compensation to study the law's impact and submit a report with legislative recommendations to the legislature by December 1, 2028; applies to health benefit plans delivered or renewed on or after January 1, 2026
