Applies to CTE programs offered by public high schools, institutions of higher education, and private schools that meet department standards

Rules must specify how CTE program completion will count toward occupational licensing requirements, establish instructor eligibility criteria, and set standards for essential knowledge and skills

Programs must include classroom instruction and a practical component, with on-the-job training eligible to count toward practical requirements

Prohibits CTE programs at higher education institutions from having more stringent requirements than public high school programs; Texas Commission of Licensing and Regulation must consult with Texas State Technical College when developing initial standards
