Allows school marshals to openly carry a handgun on school premises if wearing a uniform that identifies them as a school marshal, in addition to existing options of concealed carry or storing the weapon in a locked location

Applies to school marshals appointed by school districts, open-enrollment charter schools, private schools, and public junior colleges

Requires school governing bodies to adopt written regulations specifying how marshals may carry or possess handguns, with open carry permitted only when in uniform

Maintains the existing requirement that handguns carried by school marshals must be loaded only with frangible duty ammunition approved by the Texas Commission on Law Enforcement

Takes effect beginning with the 2025-2026 school year, with immediate effect upon two-thirds vote or September 1, 2025
