Increases the maximum fee for public inspection of election records in electronic format from $50 to $300

Establishes that the fee charged to requestors cannot exceed the lesser of: the actual cost of materials (excluding labor) to respond to the request, or $300

Maintains the existing requirement that election records must be available in electronic format no later than 15 days after election day

Takes effect immediately if passed by two-thirds vote of both legislative chambers; otherwise takes effect September 1, 2025
