Requires the Texas Department of Criminal Justice (TDCJ) to adopt a policy ensuring inmates with life-threatening conditions receive ongoing direct care from a physician in the relevant specialty

Defines "life-threatening condition" to include viral or focal encephalitis, schizophrenia, brain tumors, glioblastomas, intracerebral hemorrhage, stroke, brain aneurysm, trigeminal neuralgia, acute liver failure, and cardiac arrest

Prohibits transferring inmates with life-threatening conditions to non-physician medical professionals unless the treating physician authorizes the transfer in writing

Prohibits non-physician medical professionals from changing any treatment or prescription medication ordered by an inmate's treating physician for life-threatening conditions

Takes effect September 1, 2025
