Prohibits health benefit plans that cover general anesthesia from excluding coverage for medically necessary general anesthesia services provided in connection with dental procedures for children under 13 years of age

Requires the child to have a documented physical, mental, or medical reason that prevents them from undergoing the dental service without general anesthesia

Mandates that the anesthesia must be performed by a qualified provider of anesthesia services to qualify for coverage

Applies to a wide range of health benefit plans including individual and group insurance policies, HMOs, state employee plans, teacher retirement plans, and university employee plans

Does not require health plans to cover the underlying dental care or procedures themselves; applies only to health plans delivered, issued, or renewed on or after January 1, 2026
