Authorizes municipalities with populations over 500,000 located in counties with populations over 2.5 million (adjacent to counties with populations over 2 million) to establish an office of inspector general with authority to investigate any municipal agency, office, or department, including the city manager and city attorney offices

Grants municipal inspector general offices authority to investigate serious breaches of municipal policy, fraud, abuse of office, and other criminal activity, with required reporting of findings to the appropriate district attorney, criminal district attorney, or county attorney

Prohibits the city manager's office and city attorney's office from impeding the operations of the inspector general or its commissioned peace officer investigators

Allows qualifying municipalities to commission investigators of the inspector general's office as peace officers, adding them to the list of authorized peace officers in the Code of Criminal Procedure

Takes effect September 1, 2025
