Directs the Texas Broadband Development Office to conduct a study on Internet service availability for residents of multiunit residential properties (apartment buildings and condominiums with at least 75 dwelling units)

Defines broadband service as Internet with minimum 100 Mbps download speed, 20 Mbps upload speed, and network latency of 100 milliseconds or less

Requires the study to compare broadband provider availability and speeds between multiunit properties and single-family homes in urban areas, estimate service costs, and assess reliability and downtime issues

Mandates evaluation of exclusive provider contracts' effects on tenants, broadband affordability program usage, and municipal regulation impacts on infrastructure deployment

Report with findings and recommendations due to the governor, lieutenant governor, speaker, and relevant legislative committees by December 1, 2026; Act expires September 1, 2027
