Requires liability insurers to provide third-party claimants with a sworn statement containing the insurer's name, names of insured parties, liability coverage limits, and any known policy defenses, along with copies of relevant policies including excess or umbrella coverage

Obligates policyholders who receive written requests from claimants to promptly disclose the name and type of coverage for each insurer that may provide liability coverage and forward the request to those insurers

Establishes a 30-day deadline for insurers to respond to policy information requests from claimants or policyholders

Mandates that insurers and policyholders provide amended statements within 2 business days of becoming aware of any material changes affecting previously disclosed information

Imposes an administrative penalty of up to $500 on insurers that fail to comply with the disclosure requirements, effective September 1, 2025
