Requires the Public Utility Commission to establish an expedited interconnection process for large electrical loads in the ERCOT power region, giving queue priority to approved large loads over those without contractual agreements with utilities

Large loads can qualify for expedited processing by bringing behind-the-meter generation online within 180 days of interconnection that is registered with ERCOT and capable of serving the customer's full load requirement

Facilities with aggregated peak demand exceeding 75 megawatts can alternatively qualify by providing required data and financial security, and committing to operate as a "flexible load" for at least 10 years

Flexible loads must contractually agree to reduce consumption or switch to backup generation when directed by ERCOT or as needed to protect grid integrity during emergencies

Allows qualified large loads to contract with approved vendors to perform required interconnection studies and, with utility authorization, to procure equipment and construct interconnection facilities themselves
