Limits municipalities to annexing only one area per calendar year under the petition-based annexation process for areas with populations under 200

Maintains existing requirements that annexation petitions must be signed by more than 50% of registered voters in the area proposed for annexation

Requires additional landowner consent (more than 50% of land owners must sign) if registered voters do not own more than 50% of the land in the area

Amends Section 43.0681 of the Local Government Code to add the new annual limitation on petition-based annexations

Takes effect immediately with two-thirds legislative vote, otherwise September 1, 2025
