Establishes a statewide case assistance affiliate program allowing managed care organizations and dental maintenance organizations participating in Medicaid or CHIP to provide application, renewal, and benefit case management services to their enrolled clients and household members

Case assistance affiliates may help clients apply for and manage other public benefits programs, including financial and nutritional assistance, using in-person or virtual methods including electronic signature submission

Prohibits case assistance affiliates from counseling clients on managed care plan selection or assisting with form fields related to choosing a managed care plan

Requires the Health and Human Services Commission to develop a training and certification process for program managers and case assistants, including provisions for certification suspension, revocation, and renewal

Directs the executive commissioner to adopt rules establishing participation requirements, confidentiality protections, and other necessary program standards; implementation may be delayed if federal waiver or authorization is required
