Establishes the Supporting Life pilot program under the Thriving Texas Families Program to provide care coordination and support services to pregnant teenagers through a centralized facility owned and operated by the Health and Human Services Commission in a county with 4 million or more residents

Required services include housing, child care for children 36 months and younger, early childhood education, community health worker services, pregnancy and parenting education, counseling and therapy, parenting classes, educational opportunity support, and group social activities

Eligibility requires participants to be ages 11-20, expecting a child or parenting a child 36 months or younger, and have resided in the county for at least one year, with priority given to unhoused individuals

Creates a five-member advisory board appointed by the executive commissioner to consult on program operations, with an executive director hired to manage the program, personnel, and budget

Advisory board must be appointed by January 1, 2026, program established by January 1, 2027, with annual reports to the legislature beginning December 1, 2027; the program expires January 1, 2032
