Establishes open enrollment for inter-district transfers, allowing students under 21 to apply annually to transfer to any Texas school district for in-person instruction without requiring mutual agreement between districts

Limits districts' ability to deny transfers to three specific grounds: full student capacity (with facility usage reporting compliance required), documented history of criminal offenses or discipline problems under an adopted exclusion policy, or conflict with court-ordered desegregation plans

Creates priority system for oversubscribed districts using lottery selection, with first priority for returning transfer students and employee dependents, and second priority for special education students, military/law enforcement dependents, foster children, students with custody modifications, and siblings of enrolled students

Prohibits receiving districts from charging tuition fees for individual student transfers, restricts transfer revocation to serious disciplinary conduct with due process protections, and applies beginning with the 2025-2026 school year
