Prohibits public school districts, open-enrollment charter schools, and their employees from providing or allowing third parties to provide instruction regarding sexual orientation or gender identity to any enrolled students

Requires school districts to notify parents within 30 days of receiving a complaint about parental rights violations, either resolving the issue or providing written explanation; parents may sue districts for injunctive relief, damages, and attorney's fees if unresolved, with governmental immunity waived

Mandates that school employees cannot withhold from parents information about a student's perception of their biological sex if it differs from their sex determined by sex organs, chromosomes, and endogenous hormone profiles

Requires written parental consent before students can participate in any school-sponsored student clubs that promote themes of sexuality, gender, or gender identity, with consent forms including club name, mission statement, and foundational documents

Requires districts to notify parents annually before the school year of all health-related services offered on campus, obtain parental consent before administering student well-being questionnaires or health screening forms, and prohibits policies that discourage employees from sharing student health information with parents

Applies to open-enrollment charter schools and takes effect for the 2025-2026 school year; TEA, State Board of Education, and State Board for Educator Certification must review and revise counseling frameworks and educator conduct standards for compliance by June 30, 2026
