Shortens the deadline for runoff elections following special elections from 70-77 days to 30 days after the final canvass of the main election is completed

Changes the runoff primary election date from specifically "the fourth Tuesday in May" to "the fourth Tuesday following the general primary election"

Requires special elections to fill vacancies to be held within 90 days of the vacancy occurring

Creates an exception for vacancies occurring between 120 and 36 days before a uniform election date, requiring the special election to be held on that uniform election date instead

Applies only to elections ordered on or after September 1, 2025
