Establishes the Child Care Scholarship Fund as a special fund in the state treasury, administered by the Texas Workforce Commission to expand scholarship opportunities through the Child Care Services program

Fund consists of legislative appropriations, investment interest, gifts, grants, donations, and other revenue sources dedicated by the legislature

Requires the Texas Workforce Commission to submit disbursement requests to the Workforce Commissioners and Comptroller, explaining how funds will increase subsidized child care rates or expand the number of scholarships for eligible families

Mandates a biennial report to the legislature by December 15 of each even-numbered year, detailing appropriations, fund usage, total scholarship payments, and recommendations for improvement

Texas Workforce Commission must adopt administrative rules by January 1, 2026, with the act taking effect September 1, 2025
